Creates a returning citizen pathway allowing incarcerated individuals to complete pre-apprenticeship training in correctional facilities and receive automatic registration upon release with two years of fee-free industry rotation eligibility

Allows out-of-state licensed journeyman or master plumbers to obtain Louisiana licensure through an equivalency examination testing state-specific code amendments and requirements

Directs Louisiana Works and LCTCS to develop a financial assistance program for students demonstrating financial need, with recipients required to work as licensed plumbers in Louisiana for at least two years following licensure
