Amends the election process for converting existing public schools to charter schools, requiring approval by a simple majority of eligible faculty/staff and parents/guardians who vote, rather than a majority of all eligible voters

Faculty and staff eligible to vote must be state board certified, employed by or assigned to the school on election day, and have been at the school since October 1st preceding the election

Parents/guardians eligible to vote must have at least one child enrolled on election day; one parent per student may vote, with additional votes allowed for parents with multiple children enrolled

Requires all conversion elections to be conducted by secret ballot for both faculty/staff and parent/guardian votes

Mandates the State Board of Elementary and Secondary Education (BESE) adopt rules for fair and transparent elections, including protections for voter anonymity
