Enacts Civil Code Article 2315.14 allowing exemplary damages (punitive damages) to be awarded against unauthorized aliens who cause injury, in addition to general and special damages

Defines "unauthorized alien" as a person unlawfully present in the United States according to the federal Immigration and Nationality Act (8 U.S.C. 1101 et seq.)

Extends liability to both the unauthorized alien and their employer or statutory employer, making employers potentially responsible for exemplary damages

Creates a new category of enhanced civil liability based solely on the defendant's immigration status at the time of causing injury
