Private expropriating authorities (excluding state and political subdivisions) must bear all court costs for expropriation proceedings

Appraisers must provide a sworn statement confirming they are disinterested third parties with no monetary interest in the expropriation transaction beyond conducting a fair appraisal

Property owners may file motions to dismiss expropriation suits on grounds including: lack of good faith negotiation, failure to comply with legal requirements, or arbitrary/bad faith conduct by the expropriating authority

Pipeline operators with eminent domain certificates must provide written notice to landowners, conduct at least five in-person negotiation meetings, allow landowners to attend appraisals, and give 30 days to respond to written offers

The Secretary of the Department of Conservation and Energy may revoke pipeline certificates and impose penalties on operators who fail to comply with pre-expropriation requirements or misuse their eminent domain authority
