Allows parish portion of registrar salaries to be paid biweekly or semimonthly instead of only monthly, and extends political activity prohibitions to all unclassified civil service employees of registrars (not just state civil service)

Creates new procedures for voters who become physically unable to sign their name after registration, allowing them to file an attestation with a physician's letter to authorize another person to sign election documents on their behalf

Authorizes the Secretary of State to bring election contest actions when irregularities are reported by election officials or noted in irregularity reports, and allows qualified electors to challenge placement of constitutional amendments on ballots

Modifies early voting procedures including requiring commissioners to meet the same qualifications as election day commissioners, moving the deadline for filing early voting watcher lists from 14 to 10 business days before early voting, and extending nursing home early voting through 4 days before election day

Changes absentee ballot challenge procedures so early voting ballots can only be challenged before the voter casts their ballot (requiring paper ballot instead of machine), and clarifies that missing witness printed name or address is not grounds for ballot challenge or rejection
