Prohibits applying any covering, film, electrochromatic film, coating, spray, frame, bracket, substance, electronic or nonelectronic device, or material over or on a license plate that obscures it from any angle

Defines "obscure" as any action or method that diminishes the visibility, legibility, or reflectivity of numbers, characters, decals, stickers, symbols, or jurisdictional identifiers on a license plate

First offense carries a fine not to exceed $75; second and subsequent offenses carry a $250 fine

Commissioner may authorize exceptions to the prohibition

Amends R.S. 32:53(A)(3) governing proper equipment required on vehicles and display of license plates
