Creates the Animal Abuse and Neglect Registry requiring registration for persons convicted of felony animal offenses including sexual abuse of animals, human-animal hybrids, aggravated cruelty to animals, dogfighting, injuring/killing police animals, and cockfighting

Offenders must register in person with the parish sheriff or local police within 3 business days of release, providing name, addresses, employment, photograph, vehicle information, phone numbers, email addresses, and physical description

Louisiana Bureau of Criminal Identification and Information will maintain a publicly accessible online registry with field-search capabilities and automatic email notification system for geographic areas

Failure to register or providing false information is punishable by a fine up to $1,000 and imprisonment up to one year

Registration lasts 1 year for first offense and 10 years for second or subsequent offenses, unless the conviction is reversed or vacated
