Creates seven new specialty license plates: "Alzheimer's Awareness," "Lupus Awareness," "Krewe of Sobek," "Mystic Krewe of Imani," "Krewe of Harambee," "Huntington High School," and "Green Oaks Performing Arts Academy"

Requires a minimum of 1,000 applicants before each plate can be issued, with plates restricted to passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans

Charges an annual royalty fee of $25 plus a $3.50 handling fee for each specialty plate, in addition to standard license taxes

Distributes royalty fees to designated organizations: Alzheimer's Association Louisiana Chapter, R. Tammy Fleming Lupus Foundation, and the respective krewes, with the department retaining $1 per plate for administrative costs

Directs the Department of Public Safety and Corrections to work with each organization to design plates and promulgate necessary rules for implementation
