Authorizes the Louisiana Department of Transportation and Development (DOTD) to use Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts for highway and bridge maintenance, repair, reconstruction, and construction projects when the secretary determines it benefits taxpayers

Permits both single-award and multiple-award contracts using either competitive low-bid or best-value selection processes, with contracts limited to a maximum term of five years including extensions

Requires DOTD to issue a "notice of intent" on its webpage at least 10 days before the response deadline for multiple-award contracts or single-award contracts not using standard low-bid advertising procedures, followed by a formal request for proposals

Applies payment bonds, performance bonds, retainage bonds, and warranty requirements to individual work orders rather than the entire ID/IQ contract, with stipulated damages calculated based on each work order's completion deadline

Excludes engineering/design service contracts and consulting contracts from the new ID/IQ authority, and requires compliance with federal regulations (23 CFR Part 635, Subpart F) for federal-aid projects, with federal rules controlling in case of conflicts
