Enacts R.S. 46:1069.2 to establish definitions for "affiliate" and "healthcare facility" in the context of hospital service districts

Defines "affiliate" as any for-profit or not-for-profit entity connected to another through ownership (5% or more interest), control, or a shared relationship (including shared leadership, resources, financial arrangements, or collaborative agreements)

Requires that to qualify as an affiliate, the entity must be created by or caused to be created by a parish governing authority, hospital service district, or an officer/commissioner of a hospital service district

Defines "healthcare facility" broadly to include hospitals, ambulatory surgical centers, urgent care clinics, diagnostic centers, psychiatric and rehabilitation facilities, skilled nursing facilities, medical office buildings, wellness centers, specialty clinics, laboratories, and rural health clinics

Effective upon signature by the governor or upon expiration of time for gubernatorial action
