Increases the weight threshold for brake exemptions on semi-trailers from 1,500 pounds to 3,000 pounds, and raises the brake exemption for non-commercial sport/boat trailers from 3,000 pounds to between 6,000-7,000 pounds

Mandates that drawbar connections between towing vehicles and trailers comply with manufacturer specifications, including proper installation of all required pins, clips, and locking mechanisms

Requires safety chains and devices to meet strength, attachment, and performance standards set by the Department of Public Safety and Corrections

Exempts fifth-wheel devices on truck tractors and convertor dollies from the safety chain requirements
