Increases the Board of Commissioners of the Port of New Orleans from seven to nine members by adding two positions (H and I) for St. Tammany Parish representatives

Establishes a St. Tammany Parish nominating organization consisting of five agencies: St. Tammany Economic Development Corporation, Northshore Business Council, St. Tammany Parish Chamber of Commerce, Louisiana Farm Bureau, and Port Maritime Council of Greater New Orleans and Vicinity

Raises the quorum requirement from four to five members for the transaction of board business

Extends port and harbor police coordination and law enforcement authority to include St. Tammany Parish alongside Orleans, Jefferson, and St. Bernard parishes

Maintains existing parish representation with four members from Orleans Parish, two from Jefferson Parish, and one from St. Bernard Parish
