Reduces reinstatement fees for motor vehicle liability insurance lapses: from $100 to $50 for lapses of 1-30 days, from $250 to $200 for lapses of 31-90 days, and from $500 to $450 for lapses exceeding 90 days

Extends the grace period before reinstatement fees apply from 10 days to 30 days for coverage lapses

Allows vehicle owners to avoid reinstatement fees by surrendering their license plate to the secretary within 30 days (increased from 10 days) if the vehicle lacked required security for 30 days or less

First-time violators with insurance lapses of 30 days or less (previously 10 days) are exempt from reinstatement fees, provided cancellation notice is given within 1-5 days before issuing the violation

Amends R.S. 32:863(A)(3)(a) governing sanctions for motor vehicle liability security violations in Louisiana
