Authorizes the Louisiana Office of Motor Vehicles to implement a fully paperless, secure digital vehicle title system as an alternative to paper titles, with digital titles recognized as legally equivalent to paper titles for all transactions within Louisiana and other U.S. jurisdictions

Expands the existing electronic lien and title (ELT) system to include electronic titling and registration, requiring the system to process titles through a completely electronic process for business entities, dealers, and financial institutions

Requires lienholders to process electronic lien releases within two business days of fund collection and mandates that no paper title be issued until all liens are satisfied

Allows licensed Louisiana motor vehicle dealers to execute and submit electronic signatures and electronic records for titling, registration, odometer disclosure, and related documents without notarization

Provides civil liability immunity for dealers who use approved electronic systems in good faith and without knowledge of fraud, except in cases of intentional misconduct or gross negligence
