Expands RFQ advertising requirements to include the state's official journal and any electronic bidding systems, in addition to the owner's journal and website, with at least two advertisements within 30 days before the deadline

Creates uniform scoring procedures where committee members rank proposers first (3 points), second (2 points), or third (1 point) for each scoresheet section, with the top three scorers advancing to mandatory in-person interviews

Prohibits consideration of fees, compensation, or general conditions amounts at any stage before contractor selection, requiring evaluations to be based solely on qualifications and RFQ criteria
