Authorizes dealers to provide vehicles with dealer inventory plates as temporary courtesy loaners to customers whose vehicles are undergoing repair or warranty service, limited to 30 days for personal/noncommercial use

Requires the OMV commissioner to approve paper/card stock for temporary registration plates with anti-counterfeiting security features including serialized identifiers, embedded security markings, tamper-resistant features, and machine-readable elements

Mandates temporary plates be durable enough to withstand 60 days of ordinary weather exposure and remain legible throughout the registration period

Allows identification plates to be displayed on the rear window or other clearly visible rear location rather than requiring attachment to the rear bumper, and must remain readable from 60 feet
