Changes Louisiana Quail Forever plate funding from a $26 biennial fee to a $50 annual royalty fee forwarded directly to the Quail Forever organization for quail and habitat conservation, with purchasers receiving annual membership

Changes Ducks Unlimited plate funding from a $50 fee deposited in the Conservation Fund's "waterfowl account" to a $50 annual royalty fee forwarded directly to Louisiana Ducks Unlimited for duck and habitat conservation, with purchasers receiving annual membership

Eliminates the "waterfowl account" and "quail account" within the Conservation Fund, redirecting those plate revenues to the respective nonprofit organizations instead of state-managed accounts

Directs the Office of Motor Vehicles to credit existing collected revenues from Quail Forever and Ducks Unlimited plates to the appropriate organizations prior to August 1, 2026
