Creates the West End Economic Development District as a political subdivision spanning Jefferson and Orleans parishes, encompassing approximately 7.5 acres including the West End Parking Lot area and portions of Lake Pontchartrain water bottoms near the municipal yacht harbor

Five-member board of commissioners appointed by Jefferson Parish District 5 representative (2 members), New Orleans District A representative (2 members), and the New Orleans mayor (1 member), serving staggered five-year terms without compensation

District's purpose is promoting economic development, commercial growth, tourism, job creation, and infrastructure improvements in the West End area bordering Lake Pontchartrain

Authorizes the district to levy a sales and use tax up to 2% upon voter approval, with revenues restricted to economic development and infrastructure projects within specified boundaries
