Removes the board's current $30,000 threshold for competitive bidding and specific quote requirements for purchases between $10,000-$30,000

Increases the emergency purchase limit from $10,000 to $30,000 for supplies and materials contracted by the executive director or general superintendent with approval from the board president pro tempore or mayor

Repeals R.S. 33:4084(A)(1)(c) in its entirety, eliminating outdated board-specific procurement provisions
