Mandates toll customer service centers within a 5-mile radius of any operational toll facility, funded by the entity receiving toll revenue

Establishes formal dispute procedures allowing vehicle owners to contest toll violations by submitting documentation proving non-ownership, prior payment, or vehicle absence at the time of alleged violation

Exempts certain vehicles from toll fees: federal/state/parish/local government vehicles, school employees in the parish, local police and firefighters, parish government employees, disabled veterans, and toll-by-plate users crossing no more than once per three months (limited to 2 vehicles per household)
