Removes the annual aggregate cap on fines the Insurance Commissioner can impose for violations, eliminating limits such as $100,000 per year for insurers and $10,000 per year for insurance producers, adjusters, and consultants

Retains existing per-violation fine amounts: up to $1,000 per violation for insurers and health insurance issuers, $500 per violation for insurance producers/adjusters/consultants, and $500 per violation for lessors

Applies to multiple categories of licensees including insurers, health insurance issuers, insurance producers, claims adjusters, limited licensees, and insurance consultants

Makes technical changes replacing "of insurance" with "commissioner" and updating language from "when" to "if" and "under" to "pursuant to" throughout affected statutes

Becomes effective upon signature by the governor or upon expiration of time for gubernatorial action
