Establishes training requirements of 600 hours over at least 3.5 consecutive months for initial alternative hairstylist certification, plus a 100-hour pathway for those converting from a special permit to full licensure

Requires alternative hair design teacher candidates to hold an alternative hairstylist or cosmetology certificate, have 12 months of active practice, and pass a board-prescribed examination

Sets the initial and annual renewal fee for alternative hairstylist certificates at $35, consistent with existing fees for cosmetologists, estheticians, and manicurists
