Renames the "Private Security Regulatory and Licensing Law" to the "Louisiana Private Security Licensing and Regulatory Act" and restructures the Louisiana State Board of Private Security Examiners to include five industry members from geographic districts plus four at-large members nominated by the lieutenant governor, insurance commissioner, State Police superintendent, and law enforcement commission director.

Increases required pre-employment training for security officers from 8 hours (within 30 days of first assignment) to 16 hours of Security Officer Standards and Training (S.O.S.T.) that must be completed prior to first work assignment.

Creates a new regulatory framework for security canine and detector canine programs, requiring board licensing of handlers and canine teams, certification standards, liability insurance, and mandatory reporting to law enforcement of any positive detection of explosives or controlled dangerous substances.

Increases administrative penalties for egregious violations from $500 to $5,000 per violation per day, adds enhanced criminal penalties for unlicensed operation ($1,000-$2,000 fines with mandatory 30-day minimum imprisonment), and establishes formal appeals procedures through either the board or Division of Administrative Law.

Modernizes board operations by authorizing digital credentials and electronic meetings, changing "executive secretary" to "executive director," requiring bimonthly rather than quarterly meetings, and expanding annual reporting to include the legislative auditor and commissioner of administration.
