Changes unemployment benefit duration calculation from monthly to semi-annual determinations based on unemployment rates preceding January 1st and July 1st, and increases fraud overpayment penalties from 25% to 50% of the overpayment amount

Repeals the Louisiana State Board of Boiler Inspector Examiners and its associated certification requirements, mandatory cost containment meeting attendance fines for employers, and the 50% benefit discount for requalified unemployment claimants
