Removes cosmetics from the list of products that manufacturers, packers, or proprietors must register annually with the Louisiana Department of Health (processed foods, patent medicines, and prophylactic devices still require registration)

Creates a new "cottage cosmetic facility" exemption for home-based cosmetic businesses with gross annual wholesale sales not exceeding $100,000, waiving permit requirements, fees, and routine inspections

Cottage cosmetic facilities must be located in a private residence in Louisiana, sell only to wholesalers (not directly to end users), and maintain a current sales tax certificate

Facilities manufacturing products regulated as drugs under federal law or making claims to diagnose, cure, treat, or prevent disease are ineligible for the cottage exemption

Cottage cosmetic facilities remain subject to all federal requirements including the Federal Food, Drug, and Cosmetic Act and the Modernization of Cosmetics Regulation Act of 2022
