Allows Louisiana residents to possess up to six hand-captured native wildlife animals per household, including opossums, rabbits, raccoons, squirrels, whitetail deer, and native nongame wildlife

Prohibits removing these animals or their offspring from Louisiana and bans their sale or transfer

Requires all captive wildlife to be kept in enclosures strong enough to prevent escape while protecting the animals from injury

Mandates adult deer enclosures have perimeter fences at least 8 feet high, with minimum 200 square feet for the first deer plus 150 square feet for each additional deer

Prohibits keeping any native wildlife under inhumane or unhealthy conditions
