Merges the Louisiana Motor Vehicle Commission and the Louisiana Used Motor Vehicle Commission into a single entity called the Louisiana New and Used Motor Vehicle Commission

Grants the new commission authority to license and regulate motor vehicle dealers, salespersons, crushers, parts dealers, rent-to-own dealers, scrap metal processors, auctions, salvage pools, dismantlers, catalytic converter dealers, manufacturers, distributors, and brokers

Authorizes the commission to inspect licensee locations, require 3-year record retention, conduct hearings, revoke or suspend licenses, impose civil penalties, issue subpoenas, and seek injunctions

Empowers the executive director to take possession of certificates of title from dealers who fail to provide them to customers and to endorse titles on behalf of dealers who refuse or are unavailable

Directs the Louisiana State Law Institute to make technical statutory changes and requires both existing commissions to complete necessary administrative actions prior to the effective date
