Establishes the Women's Health Consortium within the Louisiana Department of Health's office on women's health and community health, with 15 voting members including the surgeon general, medical examiners board director, legislators, and representatives from Pennington Biomedical, Tulane, Ochsner, and Woman's Hospital

Includes 6 nonvoting members from Xavier University College of Pharmacy, ULM College of Pharmacy, Baton Rouge General, Our Lady of the Lake, Louisiana Association of Health Plans, and Louisiana Hospital Association

Requires the consortium to develop a Funding Priority Program for Women's Health Initiatives to identify current funding, prioritize needed resources, and support emerging research including public-private partnerships

Mandates creation of an Interagency Women's Health Agenda addressing research, access to care, medical education, and policy, with specific focus on perimenopause, menopause, and postmenopause health issues

Requires quarterly public meetings, annual written reports to the governor and legislature by December 31st, and domicile in East Baton Rouge Parish with the Pennington Biomedical representative serving as initial chairman for two years
