Protects parents who seek second medical opinions, go against medical advice, or pursue integrative or alternative treatments instead of recommended medical interventions

Declares that parental decisions to decline cancer treatment shall not constitute medical neglect or abuse under state law, and prohibits healthcare providers from reporting parents solely for these decisions

Preserves the ability to intervene in life-threatening medical emergencies, but limits emergency treatment to addressing only the immediate emergency condition

Allows aggrieved parents to bring civil lawsuits for declaratory relief, injunctive relief, actual damages, and attorney fees, with sovereign immunity waived for government entities
