Limits recovery of past medical expenses in automobile accident lawsuits to the amount the claimant's health insurance would have paid, if the claimant had health insurance but chose not to use it

Defines "health insurance coverage" broadly to include private insurance policies, PPOs, HMOs, the Office of Group Benefits, Medicare, Medicaid, and equivalent state health plans

Exempts claims made under Louisiana Workers' Compensation Law (R.S. 23:1020.1 et seq.) from this limitation

Enacts new section R.S. 9:2800.31 in Louisiana law governing limitation of liability
