Creates the Office of Talent Accelerator within Louisiana Works to coordinate state, regional, and local workforce services, assist businesses in accessing training resources, and align workforce development with economic development goals

Establishes the Business Workforce Committee as a 7-member standing committee of the Louisiana Workforce Investment Council, with a majority being business representatives, to advise the new office and recommend performance metrics

Expands Louisiana Workforce Investment Council duties to include oversight of workforce program alignment, coordination of training programs and funding statewide, and integration of state agencies into a coordinated workforce system

Exempts the Office of Talent Accelerator from the Louisiana Procurement Code at the Secretary's discretion, though the office must adopt procurement rules subject to approval by the Commissioner of Administration and legislative committee review

Assigns the office responsibility for building talent pipelines through middle school career exposure, high school internships, apprenticeships, college internships, and pre-employment training programs
