Creates two new license types under the Louisiana Department of Insurance: Cash Bail Fund Surety License (for entities posting more than three cash bonds per calendar year) and GPS Monitoring Provider License

Requires both license types to submit applications, complete background checks, complete approved education courses, maintain accurate records, and submit annual reports—but exempts them from apprenticeship and financial responsibility requirements

Prohibits licensed cash bail fund sureties from posting bail for defendants charged with violent crimes under R.S. 14:2, including murder, manslaughter, aggravated assault, sexual assault, and armed robbery

Authorizes the Department of Insurance to enforce penalties including cease and desist orders, license suspension/revocation, and fines up to $5,000 per violation

Provides a 12-month transition period for existing cash depositors and GPS providers to obtain licenses, with a 90-day notice of intent option to continue operations during transition; effective January 1, 2027
