Raises public display and proximate display permit fees from $100 to $200, with a $100 renewal fee, and increases retailer permit fees from $100 to $250

Requires applicants for public or proximate display permits to provide a certificate of insurance showing $1 million in general liability coverage

Prohibits purchasing fireworks from wholesalers without first obtaining a valid retail permit from the state fire marshal, and requires out-of-state distributors to hold valid Louisiana permits or the purchasing jobber/retailer becomes liable for obtaining one
