Property is located in Sections 12 and 13, T20N, R16W, lying below the 173.09 foot contour between land currently owned by Hale and the water's edge of Caddo Lake

State retains all mineral rights to the property; only surface interests may be transferred

Transfer must be in exchange for consideration proportionate to the appraised value of the property

Effective upon signature by the governor or lapse of time for gubernatorial action
