Renames Louisiana's "Crime Victims Reparations" program to "Crime Victims' Compensation" program, including renaming the fund and board throughout state statutes

Extends the application filing deadline from one year to three years after the commission of a crime, and expands the definition of "claimant" to include additional family members, household members, and those who pay for victims' psychiatric care, lodging, or relocation expenses

Adds new compensable expenses including temporary lodging, permanent relocation costs, clothing/bedding seized as evidence, crime scene cleaning, and tattoo removal for human trafficking victims

Reduces the maximum imprisonment penalty for fraud in obtaining compensation from one year to six months, and removes the board's discretion to waive repayment of emergency awards that exceed final awards

Repeals the separate "Victims of Vehicular Homicide Act" (R.S. 46:1831.1-1831.16), consolidating vehicular crime victim compensation under the main program
