Authorizes individuals 18 years or older who can lawfully possess firearms under state and federal law to carry firearms on Louisiana college and university campuses, including public institutions and private colleges receiving state funding

Removes public colleges/universities and state-funded private institutions from the definition of "school" under existing firearm-free zone laws (R.S. 14:95.2 and R.S. 14:95.6)

Prohibits firearm carry in specific campus locations: areas restricted by federal law, active disciplinary hearings, medical/mental health treatment centers, and events with security screening where proper signage is posted

Bars the Board of Regents, university management boards, and institutions accepting TOPS recipients from requiring firearm registration, imposing training/permit/storage requirements beyond state law, or creating campus-specific restrictions

Protects students, faculty, staff, and visitors from discipline, penalty, or retaliation solely for lawfully carrying a firearm under this provision
