Extends Louisiana's motor vehicle liability insurance enforcement procedures to all vehicles operating on state highways, including those registered in other states

Removes the previous limitation that only required out-of-state vehicles to show proof of insurance when involved in an accident or collision

Authorizes law enforcement to impound any vehicle—regardless of registration state—if the operator cannot produce proof of valid automobile insurance when requested

Requires operators issued a notice of noncompliance to receive notification of administrative hearing rights, with copies forwarded to the Office of Motor Vehicles within 3 calendar days

Effective upon signature by the governor or upon expiration of the time for bills to become law without signature
