Removes the definitions of "alternative hair" and "alternative hair design" from Louisiana State Board of Cosmetology rules, eliminating the regulatory category for hair styling techniques such as twisting, wrapping, weaving, extending, locking, and braiding

Repeals the 500-hour Alternative Hair Design Curriculum requirement that included instruction in braiding history, bacteriology, sanitation, hair types, and scalp disorders

Eliminates the Special Permit for Alternative Hair Design, which previously required practitioners to work only in board-licensed cosmetology salons

Replaces "alternative hair design" with "natural hair braiding" in the list of special permits issued by the board

Justifies deregulation by citing a 2016 Institute for Justice study showing zero complaints against alternative hair design practitioners in Louisiana between 2006-2012, and only 6 harm-related complaints across 10 jurisdictions over 7 years, none verified by licensing boards
