House Committee on Natural Resources and Environment directed to study rules and regulations governing water well driller licensure and report findings before the 2027 Regular Session

Current licensure requires a minimum of two years of drilling experience under R.S. 38:3098.1 and two reference forms from licensed water well drillers under LAC 46.XXXVI.507

Study to evaluate whether the two-year experience requirement and professional reference requirements can be made less burdensome for applicants

Licensed drillers who provide references are often current or prospective competitors of applicants, which may discourage qualified individuals from seeking licensure

Goal is to reduce unnecessary barriers to entry, increase workforce availability, and grow the number of licensed water well drillers serving communities throughout the state
