Defines "bridges" in state law to include bridges, overpasses, culverts, and related structures on the state highway system, along with their structural, load-bearing, safety, and operational components

Assigns the Department of Transportation and Development explicit responsibility for inspection, operation, maintenance, repair, rehabilitation, preservation, and replacement of all state bridges

Excludes bridges owned or operated by political subdivisions, special districts, toll authorities, or the federal government from DOTD responsibility unless otherwise provided by law

Requires DOTD to submit an initial bridge report to legislative transportation committees by September 1, 2026, followed by quarterly reports beginning January 1, 2027

Mandates reports include number of bridges, maintenance status, staffing needs, bridge type and location by parish, funding amounts and sources, and Federal Highway Administration condition ratings
