Consolidates three existing Teachers' Retirement System of Louisiana (TRSL) return-to-work statutes (R.S. 11:710, 710.1, and 710.2) into a single new section (R.S. 11:710.3) without substantive policy changes

Retirees who retired on or before June 30, 2010, or who are age 65 or older, may receive retirement benefits while reemployed in TRSL-covered positions

Retirees under age 65 who return to work face an earnings limit of 50% of their original final average compensation, with benefits reduced by any excess earnings

Full-time reemployed retirees may elect to suspend benefits, regain TRSL membership, and earn a supplemental benefit upon subsequent retirement, capped at 100% of final average compensation when combined with the original benefit

Critical shortage positions (classroom teachers, speech therapists, counselors, and other certified positions in shortage areas) allow retirees to receive benefits while working if the employer certifies the shortage and advertises for non-retiree applicants
