Increases maximum imprisonment for negligent homicide from 10 years to 15 years for standard cases, with fines up to $5,000 remaining unchanged

Raises maximum sentence for negligent homicide of victims under 10 years old from 10 years to 15 years at hard labor, with 2-year minimum and no probation, parole, or suspension of sentence

Creates new enhanced penalty of 2 to 40 years at hard labor when offender is over 17 years old, victim is under 17 years old, and death resulted from intentional or criminally negligent mistreatment, abuse, or neglect
