Expands the definition of "first responder" under Louisiana's Homeland Security and Emergency Assistance and Disaster Act to include public works employees

Defines "public works employee" as an employee of a municipal or parish public works department responsible for maintenance and improvement of municipal or parish infrastructure

Limits first responder status for public works employees to emergencies declared by the governor pursuant to R.S. 29:721 et seq.

Authorizes public works employees to display the term "first responder" on their uniforms

Adds public works employees to the Intrastate Mutual Aid Compact as skilled support personnel who provide immediate support services during prevention, response, and recovery operations
