Planning commissions must approve or disapprove subdivision plats within 60 days of submission, or the plat is automatically deemed approved with a certificate issued on demand

Applicants must receive notice of hearings by certified mail at least 5 days before the hearing date, and plat submissions must include contact information for hearing notifications

Public notice of hearings must be published in a local newspaper at least 5 days prior to the hearing date

Removes the population threshold exception (previously 150,000+) that allowed certain municipalities to waive public hearings for small subdivisions; public hearing waivers for subdivisions of 5 or fewer lots with no new streets now apply to all parishes and municipalities regardless of population
