Expands historic preservation district commission regulatory powers from private property only to all property within their controlled areas

Requires state and local government agencies to seek commission advice before bidding out changes, modifications, renovations, restorations, demolitions, or new construction affecting landmark or contributing rated structures in historic districts

Mandates government agencies obtain a Certificate of Appropriateness from the local historic preservation district commission before altering designated landmarks or significant/contributing rated structures, unless waived by the district

Grants historic preservation district commissions authority to institute civil proceedings, including injunctive relief, to enforce these requirements

Effective August 1, 2026
