Amends Louisiana's Local Government Fair Competition Act to expand local governments' authority to provide cable television, telecommunications, and broadband services, particularly to unserved and underserved areas as defined by federal law (47 U.S.C. §1702)

Creates broad exemptions allowing local governments to build and operate broadband facilities through partnerships, joint ventures, or cooperative endeavor agreements with public or private entities, and when funded by state or federal grant programs including GUMBO, BEAD, ReConnect, and other broadband development programs

Removes restrictions that previously required local government broadband bonds to be secured solely by service revenues and prohibited use of general funds or enterprise funds for origination, financing, or carrying costs

Eliminates Louisiana Public Service Commission authority to adopt cost allocation and affiliate transaction rules for local government broadband services and removes audit requirements for local government compliance

Adds legislative findings emphasizing goals of public safety communications interoperability, emergency information access, economic development, and enabling local governments to compete with those in other states on education and economic development through broadband expansion
