Authorizes the LSU Board of Supervisors and commissioner of administration to convey, transfer, assign, lease, or deliver state-owned property known as Alden Plantation in Bossier Parish, located in Sections 17, 18, 19, 20, and 21 of Township 18 North, Range 12 West

Reserves all mineral rights to the state, excluding them from any transfer

Requires any sale to be conducted at consideration proportionate to appraised value and in accordance with R.S. 41:140(D), which governs surplus state property sales through auction, sealed bids, or licensed real estate broker

Excludes from the transfer numerous previously conveyed parcels, including rights-of-way for Interstate 20 and Interstate 220, and various tracts sold to entities such as Louisiana Downs, Inc., Southern Paving Corporation, and the City of Bossier City between 1964 and 2023

Becomes effective upon signature by the governor or upon expiration of the time for bills to become law without gubernatorial signature
