Authorizes the Office of Technology Services to create the Louisiana Statewide Data Exchange Compact (LSDEC), establishing a unified legal and technical framework for secure, privacy-compliant data sharing between state agencies

Requires the Office of Technology Services to administer the compact and establish a committee of participating agencies to develop the template and review it at least biannually for compliance with state and federal law changes

Participation in the compact is voluntary; agencies may amend, terminate, or pursue alternative data protection approaches at any time

Receiving agencies must establish and maintain administrative, physical, and technical safeguards to protect the confidentiality, integrity, and availability of shared confidential information

Effective upon signature by the governor or lapse of time for gubernatorial action
