Creates a new Type IV early learning center license for prekindergarten programs attached to schools, expanding the existing three license types (I, II, III) to four

Requires all public prekindergarten programs to be licensed as early learning centers, removing the previous exemption for programs attached to public day schools and Louisiana Montessori accredited schools

Exempts Type IV early learning centers from shaken baby syndrome training requirements and allows employees who have already completed school-based criminal background checks to satisfy early learning center background check requirements

Type IV centers will be inspected by the Louisiana Department of Health under rules applicable to schools rather than standard early learning center regulations

Adds Type IV early learning center representatives to the Advisory Council on Early Childhood Care and Education (1 member) and the Early Childhood Care and Education Commission (2 members), increasing commission membership from 45 to 47
