Consolidates the separate clerk of civil district court and clerk of criminal district court positions in Orleans Parish into a single elected clerk of court serving a four-year term

Shifts minute clerk salary authority from the court en banc to the executive committee of the Consolidated Judicial Expense Fund for Orleans Parish, with City of New Orleans continuing current salary payments until sufficient funds are certified

Changes fee distribution from clerk's office collections: 40% to Clerk's Salary Fund (previously 50%) and 60% to judicial expense fund (previously 50%), due by the 25th of each month

Transfers state-funded court reporter and minute clerk salaries to City of New Orleans payment starting July 1, 2026, then to the Consolidated Judicial Expense Fund for Orleans Parish beginning July 1, 2027

Requires legislative approval through the Joint Legislative Committee on the Budget before the City of New Orleans can reduce funding for the clerk's office expenses, salaries, and maintenance
